Authors of Telegram channels who tried to manipulate the market on the Moscow Exchange turned out to be connected with Rostec, Nova-Europe found out

The FSB detained the authors of the Telegram channels "MarketsMoneyPower|RdV", "Wolf from the Moscow Exchange", and "RCB Signals". A criminal case has been initiated against the defendants for market manipulation (Part 2, Article 185.3 of the Criminal Code). The Telegram channels were associated with PFL Advisors company, notes the press service of the Central Bank. The heads of this company, according to its website, are Vladislav Panteleev and Fedor Naumov. These businessmen previously worked for structures of Rostec and businessman Sergey Adoniev, and later conducted joint business with the Moscow Exchange. According to his LinkedIn profile, Naumov worked as a special projects analyst at Wooden Fish, Yota Bank, Round Bank, and Rostec – Global Resources. At the same time, in his work description, Naumov noted that he "reported directly to the shareholder of the group of companies." Wooden Fish is a company owned by Sergey Adoniev and Albert Avdolyan. These same businessmen were involved in the creation of the telecommunications company Yota. The company's most famous project is YotaPhone, 25% of the project for its creation previously belonged to Rostec. Rostec – Global Resources is a subsidiary structure of the state corporation Rostec, headed since its creation in 2007 by Vladimir Putin's former colleague from the GDR, Sergey Chemezov. Sergey Adoniev was a member of the board of directors of Global Resources. In addition to creating YotaPhone, Adoniev and Avdolyan had other joint projects with Rostec. Furthermore, at some point, Naumov was a member of the board of directors of Rostec's subsidiary, TsNII Elektronika. According to the same LinkedIn profile, Naumov stopped working at PFL Advisors in September 2025, however, his portrait is still on the main page of the financial company's website. A connection with Rostec is also traceable for his partner Panteleev. Panteleev's number is saved in someone's phone book as "Vlad Rostec", "Vlad Adoniev's analyst", and "Vlad Innopraktika". Innopraktika is a brand under which the MSU-founded National Intellectual Development Foundation operates, which supports scientific projects. It is headed by Vladimir Putin's daughter, Katerina Tikhonova. Sergey Chemezov, among others, is a member of its supervisory board. One of the legal entities associated with PFL Advisors received two procurements from Rostec structures in 2014-2016: one from Rostec – Global Resources for $1.2 million (data according to the "Spark" system, data on the contractor for this contract is absent in the state system "Goszakupki") and one from ONPP "Tekhnologiya" named after Romashin (a scientific and production center that is part of Rostec) – for 19.9 million rubles. In addition, the businessmen maintained business ties with the Moscow Exchange itself, which owns 5% of their company "PFL New Investments" (the remaining 95% belong to Panteleev himself). This firm is engaged in creating an investment platform that gives investors access to participate in pre-IPO (trading of shares before their official public offering on the exchange) of technological and fast-growing companies. The Moscow Exchange is listed as an official partner on the platform's website. The defendants were charged under Part 2 of Article 185.3 – "Market Manipulation", i.e., dissemination of false information for the purpose of earning on changes in the value of securities. These messages were disseminated through three Telegram channels and their bots. The Investigative Committee calls the scheme used by the detainees "Pump Dump": after messages appeared in the Telegram channels about which securities to buy, their value increased, and the organizers of the scheme allegedly sold the appreciated securities.
